Editor: Re: 鈥�10-year ban for death driver,鈥� (The Times, March 4.)
The problem here is, as unbelievable as this sounds, you can insure your car with ICBC even if you don鈥檛 have a licence, or have been banned from driving. Plus you will earn an increasing discount as long as no claims are made. The rule should be no licence, no insurance, other than for a storage policy.
